Gobernadora Multipurpose Basin Project

Cañada Gobernadora Multipurpose Basin is a forward-thinking stormwater management and water reuse initiative located in unincorporated southeastern Orange County, near the community of Coto de Caza. This strategically designed project addresses both environmental protection and sustainable water supply by capturing and naturally treating stormwater and urban runoff for local irrigation use.

At the heart of the project is a storm detention basin paired with a natural treatment system that includes diversion infrastructure, a pump station, and a conveyance pipeline.
These systems collectively transport captured water to the Portola Reservoir in Coto de Caza, enhancing regional recycled water availability.

Positioned along the 8.5-mile Gobernadora Creek—a key tributary to San Juan Creek—the basin will significantly reduce downstream erosion and sedimentation, while improving overall water quality. Once completed, it is expected to capture between 350 and 750 acre-feet of water annually for beneficial reuse.

As the construction management lead, CREDE is delivering critical services throughout the project, including:

• Underground Utility Installation: Managing the installation of subsurface piping and related infrastructure with a focus on quality, efficiency, and environmental compliance.

• Material Coordination: Overseeing owner-furnished materials, ensuring timely delivery and integration with scheduled construction phases.

• Technical Oversight: Scheduling and coordinating surveys, special inspections, and geotechnical assessments to support engineering and safety requirements.

• Documentation & Process Control: Administering construction documentation, including RFIs, submittals, and project records to maintain regulatory and procedural alignment.
